About the Program
Who is Kırımlı Dr. Aziz Bey?
Kırımlı (Crimean) Dr. Aziz Bey was a famous medical doctor who was born in 1840 in Istanbul. Although he died at a very early age, 38, he played a significant role in the history of Turkish medicine as well as humanitarian aid and solidarity. He was a public figure of the late Ottoman era as the founder of the first modern Turkish teaching medical school, the author of the first Turkish medical book as well as the translator of the first Turkish medical dictionary.
Aziz Bey supported the ideas of his colleague Abdullah Bey, who stated in the Medical Association that it is the duty of every medical doctor to protect human health and bring wounded soldiers back to life by healing them. Based on this ideology, he played a leading role in the establishment of the Turkish Red Crescent’s predecessor, the “Association to Help and Rescue the Sick and Wounded Soldiers”.
Additionally, he took a leading role in the foundation of the first red crescent, “Hilal-i Ahmer Cemiyeti” (Red Crescent Society), by introducing the red crescent emblem.
Kırımlı Dr. Aziz Bey is still remembered as a respected member of the medical society who became a pioneer for the promotion of humanitarian causes in the Ottoman.
Who are the Organizers of Kırımlı Dr. Aziz Bey International Humanitarian Law Competition & Advanced Summer School?
The Aziz Bey is organized by the Istanbul Center of International Law (ICIL) and Türk Kızılay (Turkish Red Crescent) with the contribution of the International Committee of the Red Cross (ICRC).
Istanbul Center of International Law (ICIL) is an independent non-profit educational organization that promotes International Law by organizing extracurricular educational programs. ICIL was founded as a student initiative in 2012 in Istanbul. The Center currently organizes various extracurricular educational programs to promote International Law and train the new generation of international lawyers.
Turkish Red Crescent is a national red crescent society that operates non-profit and voluntary-based. The Society shares the fundamental principles of the International Red Cross and Red Crescent Movement, which are humanity, impartiality, neutrality, independence, volunteer service, unity, and universality.
About the Competition & Advanced Summer School
The Kırımlı Dr. Aziz Bey International Humanitarian Law Competition & Advanced Summer School is aimed to promote international humanitarian law and assist students in improving their ability to apply the law by taking it out of the books.
The Aziz Bey consists of a competition and an advanced summer school. The Advanced Summer School, which aims to provide the participants of the Competition with substantial international humanitarian law (IHL), is an integral part of the Competition. The Competition will enable the participants to apply their IHL knowledge into practice.
The first edition of the Aziz Bey was organized fully online due to the COVID-19 Pandemic. The program holds a unique position as the first fully online IHL competition. The first edition attracted attention from all around the world, and received applications from 17 countries across 3 continents.
Due to the current situation regarding the COVID-19 outbreak, the second edition of the Aziz Bey will also be conducted fully online via Zoom between 30 July – 8 August 2021.

Prof. Marco Sassòli

Marco Sassòli, is professor of international law at the Faculty of Law of the University of Geneva. From 2001-2003, he has been teaching at the Université du Québec à Montreal, Canada, where he remains associate professor. He is commissioner of the International Commission of Jurists (ICJ).
Marco Sassòli has worked from 1985-1997 for the International Committee of the Red Cross (ICRC) at the headquarters and in the field. He has published widely on international humanitarian law, human rights law, international criminal law, the sources of international law, and the responsibility of states and non-state actors.
Prof. Riccardo Pavoni

Riccardo Pavoni is Professor of International and European Law in the Department of Law of the University of Siena, where he is currently academic coordinator of a EU-supported Jean Monnet Module on European and International Environmental Law. He is also an adjunct professor of International Protection of Cultural Heritage at LUISS University, Rome.
His publications and research activities cover various areas of public international law and European Union law, such as environmental law and human rights, cultural heritage law, the law of international immunities, and international and EU law in domestic legal systems.
Prof. Dr. Noëlle Quénivet

Dr. Noëlle Quénivet is a Professor in International Law at the Bristol Law School of the University of the West of England (UK). Her research focuses on International Humanitarian Law, International Criminal Law, Post-Conflict Reconstruction, and Gender and Children in Armed Conflict and she has extensively published in these areas. Her most recent works include a book on the use of the defence of duress by child soldiers accused of war crimes and an article on State obligation to investigate violations of the right to life perpetrated by military personnel in operations abroad.
Associate Prof. Dr. Aurel Sari

Dr Aurel Sari is an Associate Professor of Public International Law at the University of Exeter, where he is the Director of the Exeter Centre for International Law. Dr Sari’s work focuses primarily on international conflict and security law and the law relating to military operations. He has published widely on the law of armed conflict, status of forces agreements, peace support operations, international human rights law and the legal aspects of hybrid warfare. In addition to teaching law at the University of Exeter, Dr Sari lectures regularly on international law and military operations in the UK and abroad.
Associate Prof. Daniele Amoroso

Daniele Amoroso (PhD, “Istituto italiano di scienze umane”) is Associate Professor of International Law at the Department of Law of the University of Cagliari. He is Associate Editor of the Italian Yearbook of International Law, as well as Coordinator (along with Riccardo Pavoni) of the Italian team of reporters for the Oxford Reports on International Law in Domestic Courts (ILDC). Since 2017, he is member of the International Committee for Robot Arms Control (ICRAC).
In 2019 he was awarded a DAAD grant to carry out research on Autonomous Weapons Systems at the Universität der Bundeswehr in Munich. He was visiting professor at the Brunswick European Law School (2018), and visiting fellow at the Leiden Law School (2010).
Associate Prof. Dr. René Värk

Värk is Associate Professor of International Law at the School of Law, University of Tartu, Estonia. He is also uniformed Legal Advisor at the Estonian Defence Forces. His specialities are military-related law (use of armed force, international humanitarian law, international criminal law), and diplomatic and consular law.
He is a member of the Permanent Court of Arbitration. Värk served as a uniformed Legal Advisor at the United Nations peace operation in Mali (MINUSMA) in 2019–2020.
Assistant Prof. Dr. Mateusz Piątkowski

Assistant Profesor at University of Łódź, Poland, Faculty of Law and Administration, Chair of International Law. Attorney At-Law. His Ph.D thesis “The Modern Air Warfare and International Humanitarian Law” (in Polish) received distinction in 2020 Profesor Remigiusz Bierzanek Award for best Ph.d Thesis concerning the International Humanitarian Law, organized by the Polish Red Cross. Since the 2012 he has been conducting studies in the area of international humanitarian law, with special intrest regarding the air warfare and autonomous weapons systems. Author of over 25 articles, participant of the multiple national and international conferences.
Dr. Anne Dienelt

Dr. Anne Dienelt, maître en droit (Aix-en-Provence) is a senior research fellow at the Institute for International Affairs of the University of Hamburg, Germany. Previously, she was a visiting professor at the University of Bremen. Her PhD focused on the legal framework protecting the environment in relation to armed conflict. Anne Dienelt was a visiting doctoral researcher at New York University School of Law. She also assisted several members of the UN International Law Commission, among them the two Special Rapporteurs on the topic “Protection of the Environment in Relation to Armed Conflict“.
Dr. Elżbieta Mikos-Skuza

Dr Elzbieta Mikos-Skuza is a senior lecturer at the Faculty of Law, University of Warsaw, Poland and a visiting professor at the College of Europe in Natolin. Her fields of specialization include public international law, international humanitarian law and peaceful resolution of disputes. She is the Director of Master Studies on Humanitarian Action and Postgraduate Studies on Humanitarian Assistance. For many years she has been volunteering with the Polish Red Cross, including the function of PRC’s vice-president. She is also vice-president of the International Humanitarian Fact-Finding Commission established under Protocol Additional I of 1977 to the Geneva Conventions of 1949.
Dr. Katja Schöberl

Dr. Katja Schöberl has been working as IHL Legal Advisor and Senior Advisor International Political and Movement Relations for the German Red Cross (DRK) in Berlin since 2012. She previously worked as a Teaching Assistant for the Geneva Academy of International Humanitarian Law and Human Rights, Legal Associate for the International Committee of the Red Cross (ICRC, Geneva) and Research Assistant for the Institute for International Law of Peace and Armed Conflict (IFHV, Bochum). She holds a B.A. in International Relations (TU Dresden), LL.M. in International Humanitarian Law (Geneva Academy) and Doctorate in Law (University of Geneva).
Dr. Nele Verlinden

Dr. Nele Verlinden is a legal advisor in the Paris Regional Delegation of the International Committee of the Red Cross. Prior to her current position at the ICRC, she worked as a legal advisor for the Belgian Ministry of Justice and as a researcher for the Leuven Centre for Global Governance Studies. Previously, she worked at the ICRC as a legal adviser in the Arms Unit of the ICRC’s Legal Division, as a consultant for the ICRC’s customary law database and as legal associate. Nele holds a PhD in law from the University of Leuven, an LL.M in International Humanitarian Law and Human Rights Law from the Geneva Academy of International Humanitarian Law and Human Rights and a Bachelor and a Master of Laws degree from the University of Leuven.
Dr. Valentina Azarova

Dr. Valentina Azarova is currently co-leading a multi-year research project on the responsibility and complicity of third parties. She is presently a rapporteur on the Swedish Institute for International Affairs commissioned project on unlawful occupation.
Between 2009 and 2013, she co-founded and directed the Human Rights and International Law Program at Al-Quds Bard College in Palestine, and held teaching and research posts about IL and IHRL at Koç University, Turkey and Kaslik University (USEK), Lebanon. Since 2012, she has designed and taught courses on critical human rights practice and transnational lawyering at Manchester University, Bard College Berlin, Swansea Law School, and Rey Juan Carlos University. She is currently a Research Fellow at the Manchester International Law Centre (MILC), University of Manchester, and a Visiting Fellow at the Institute for International Law of Peace and Armed Conflict (IFHV) at Ruhr University Bochum.

How to Apply?
Who can apply?
All students registered in institutions teaching IHL may apply. An institution may be represented in the competition with a maximum of one team. In case of more than one application from an institution, only one team will be selected based on the overall quality of the application.
Every applicant must meet the following requirements:
1. Registered as a student in the represented institutions
Applicants must be registered in the represented institution. Only bachelor’s and master’s student can apply to the program. Students who will graduate in the Summer of 2021 are eligible for the Competition. Ph.D. candidates are not allowed to participate.
2. Being under the age of 30
Students over 30 who request derogation must include their CV and a letter supporting their request in their application to prove that their participation would not cause an imbalance for other participants. The documents must be sent no later than the date of the application file is sent.

a. the tuition of the Advanced Summer School,
b. the participation in the Competition,
There is no financial aid. Merit-based financial assistance for registration fees can be made available to teams presenting extraordinary application documents. Teams that would like to apply for financial assistance should mention their request in their motivation question. The Committee might ask for additional documentation or clarification at a later stage. The Committee does not offer any other type of financial assistance.

General Information
No. Due to the ongoing situation regarding COVID-19 outbreak, the 2nd edition of Kırımlı Dr. Aziz Bey IHL Competition & Advanced Summer School will be conducted fully online via Zoom between 30 July – 8 August 2021.
The Aziz Bey commences on 30 July with the Advanced Summer School that is designed as a preparatory step for the Competition. The Competition will take place between 4 to 8 August following the Advanced Summer School.

The Kırımlı Dr. Aziz Bey IHL Competition & Advanced Summer School is an international program that aims to promote international humanitarian law (IHL) among the law students and assist them in broadening their knowledge on IHL as well as improving their ability to apply the law in practice.
The Advanced Summer School is a preparatory step for the Competition that will take place on Zoom between 30 July to 3 August 2021. Applying for the Advanced Summer School separately is not possible by virtue of designing it as an integral part of the Competition. The Advanced Summer School will consist of the main themes of the Competition. Please see "2021 edition" page for the schedule of the Advanced Summer School and the list of lecturers of this edition.
The Competition will be held on 4 August to 8 August 2021 via Zoom, following the Advanced Summer School. It is built on a case study that consists of an introductory part regarding a fictional scenario. The participants of the Competition will receive tasks consisting of further information regarding the case study and their respective roles for each round. The evaluation of the participating teams will depend both on their knowledge of relevant legal issues and ability to role-play, as the Competition is based on role-playing.
The Competition differs from regular moot courts, as the exercises will not be limited to moot court settings but include different kinds of practical situations that require the application of IHL.

Aziz Bey is one of the founders of the “Hilal-i Ahmer Cemiyeti” (Red Crescent Society) of the Ottoman Empire, the first national red crescent society. He also initiated the change of the red cross emblem into red crescent by drawing the first red crescent emblem. Aziz Bey participated in the activities of Hilal-i Ahmer Cemiyeti both as a president and as a delegate until his death in 1878.
Aziz Bey is renowned as the founder of the first modern medical school that taught in Turkish. He was also the author of the first medical book, written in Turkish, and the translator of the first medical dictionary in the Ottoman Empire.

Applications
Any university or educational institution that teaches international humanitarian law is eligible to participate in the Competition. Each institution may be represented only by one Team that consists of three members.
Yes, having an academic advisor/coach is not a requirement for the application.
In the meanwhile, the teams may work with an academic advisor from their institutions until the commencement of the Advanced Summer School. However, academic advisors/coaches will not be admitted to both the lectures of the Advanced Summer School and rounds of the Competition.
The Organizing Committee will assign tutors to the Teams during the Competition.

Applications are assessed on the basis of the quality of the answers to the questions in the application form (%60) and the CVs of the Team members (%40). The Committee will also focus on ensuring the diversity of the participants.
Applications will be evaluated on rolling-basis. Therefore, the Committee highly recommends prospective applicants not to postpone their applications until the given deadline (2 July 2021).
The final results will be announced on 5 July 2021. Applicants will receive an email regarding the results of their application.
Team Members
At the time of the application, all applicants must be:
- Registered as students in the represented institutions,
- A bachelor’s or a master’s degree student,
- Under the age of 30.
Students who will graduate in the Summer of 2021 are also eligible for the Competition.
Students over 30 may request a derogation. In such a case, the applicants must include their CV and a letter supporting their request in their application to prove that their participation would not cause an imbalance for other participants.
Teams participating in the Competition shall have three members.
Replacement of a team member after registration is not allowed unless compelling circumstances occur. Such a replacement request must be submitted to the Committee at the earliest possible date, along with reasons justifying the request. The Committee will then assess and decide accordingly. The new team member’s qualifications should comply with eligibility criteria.
Only one Team per institution is allowed to participate. In case of multiple applications from the same institution, the participating Team will be selected on the overall quality of the application.
No, students shall be registered in the same institution.
Nevertheless, two national society quotas will be allocated to the national societies of the Red Crescent and the Red Cross. Applicants who cannot form a team within their universities might approach their national society to organize their participation.
Yes. There is no limit on the number of teams applying from one country. The Committee will consider the diversity of countries and types of represented institutions.
Fees and Funding
Yes, the registration fee of Aziz Bey is €300 for the entire Team.
The registration fee covers the tuition of the Advanced Summer School and the participation in the Competition.
The registration fee must only be paid if the application is accepted. The bank accounts and other related information will be shared with the selected teams in the acceptance email.
No, the Aziz Bey doesn’t offer any funding.
However, merit-based financial assistance for registration fees can be made available to teams presenting extraordinary application. Teams that would like to apply for financial assistance should mention their request in their motivation question in the application form.
Once the payment of the registration fee and the receipt of the payment have been received by the Committee, a confirmation mail will be sent to the Teams.
Languages
The Aziz Bey is organized entirely in English. It is required that participants have an adequate command on English to participate in the Competition and Advanced Summer School. However, participants are not obliged to provide official language proficiency certificates.
During the Competition & Advanced Summer School
The Competition and the Advanced Summer School are components of the entire program. However, it is not compulsory for participants to join all the Advanced Summer School’s lectures. In such a case, the respective participant will only be awarded a certificate of attendance for her/his participation in the Competition.
Demanding a discount on the registration fee by not participating in the Advanced Summer School is not possible.
During the Advanced Summer School, there will be exercises for each day concerning the respective day’s lectures to prepare participants for the Competition. Moreover, the most progressed and the best performing students throughout the Advanced Summer School will be granted a special award for their accomplishments at the end of the Aziz Bey. Therefore, the Committee highly recommends participants to attend the Advanced Summer School lectures.
Only the team members who are not qualified for the next rounds may participate in other teams’ rounds as an audience.
The Committee will assign a responsible person exclusively for the technical aspects of the Competition, namely the controller. The controller will be in charge of ensuring that no participant has platform-related issues before, during or after the Competition rounds.
Please see Internal Regulations for further information on responsible persons and technical aspects.
It is crucial for teams to have a stable internet connection during the rounds. The internet connections, together with their cameras and microphones, of the participants will be checked by the controller 15 minutes before the relevant rounds. However, the Committee highly recommends participants to have a cellular internet connection as a backup plan in case of a connection disruption.
The participants must ensure a calm and silent environment during the rounds.
The Committee recommends the participating teams to connect from the same place/same device to optimize team-work, in accordance with the COVID-measures. However, it is not compulsory for the teams to attend the rounds together.
If your team will not be able to gather physically to attend the Competition rounds, please inform the Committee beforehand.
